If your car was vandalized, or your were assaulted and seriously injured, or your loved one was killed a by a real world brain computer interface test subject, you may be entitled to compensation.

Unbeknownst to many, Homeland Security is implanting homeless citizens with brain computer interface technology that can be controlled, similar to the way a robotic arm is controlled via BCI interface. What they are doing to Amfibiyan is provoking anger to disguise their control over his movements. At that time, who is responsible to the resulting injury or death? In the event of death, the act will be explained away as “the system failed”; the homeless problem; mental health issues, etc., not that  this technology was used someone to kill another person, just to test pout this technology for violence.

So, I tried to catch one of their cars but they have been staying out of reach.

I apologize for your property but I need immediate attention and help from the people in the community who are totally unaware that BCI testing is going on around them.
