Nature of Action

This is an outline or tentative framework of a civil action pursuant to Title 42 USC secs. 1983 (violation of civil rights); 1985 (conspiracy to interfere with civil rights), and 1986 (neglect to prevent violation of civil rights).

The facts and circumstances described hereinbelow arise out of events surrounding the beginning of CatFish Services (CFS) BlackBook (hereinafter, CFS) in Dothan, Alabama. CFS was a wireless method developed, designed, and intended to disrupt the illicit business of street-level prostitution. (Sidebar: CFS BlackBook)

In July 2016, CFS began conducting real‑world tests to write coding guidelines for an automated fugitive location and prostitution disruption system patterned after CFS BlackBook methods and processes. These early trials involved posting “women looking for men” ads on websites commonly used by street‑level sex workers to connect with men who seek to pay for sex with male or female prostitutes who are struggling with addiction. On July 24, 2016, CFS posted one such ad in the Craigslist’s personals section, which concluded with a pen name: “Ms. Peggy.”

In response, CFS received emails from men who requested “pegging”. Pegging is a sexual practice in which a person, most often a woman, wears a strap‑on harness fitted with a dildo to anally penetrate a male partner. One of the men identified himself as a captain who was stationed at Ft. Rucker, Alabama. At the time the ad was posted, CFS was unaware that the term "peggy" would be construed as an "invitation" or taken to imply that the poster was amenable to this specific sexual fetish, nor was CFS prepared for or expecting to receive compromising photographs of men in women’s lingerie.

The captain (about 5'7"–5'8", roughly 170 pounds, white hair neatly parted on the right, blue eyes, clean-shaven, voice reminiscent of “Charlie” from “Charlie’s Angels”) sent pictures of himself dressed in women's lingerie, wearing heels and lipstick, and even sent a picture of the ten-inch black dildo that he expected the woman to use. On July 24, 2016, between roughly 1:00 and 3:00 p.m., this captain arrived at 3028 Nottingham Way, Dothan, Alabama, intending to meet who he believed would be a woman for his fetish session. Instead, he encountered CFS operator “CFS450” - Jack Terry.

This civil action illustrates how judicial systems and public resources were exploited and manipulated by those having trusted authority, solely as an act of revenge against CFS BlackBook and Jack Terry for meeting the Ft. Rucker captain more than ten years ago.
